City Light & Water Business Office

Overview


The City Light and Water system is comprised of four utility services - electricity, natural gas, water and sewer service. The entire system is publicly owned, operated, and maintained by the City of Plaquemine. Services are provided to a total of about 12,000 customers, including residents of Plaquemine and those living in the outlying areas of the city.

Plaquemine owns its own electrical plant, and is a member of the Louisiana Energy and Power Authority (LEPA), an 18-city association in Louisiana committed to providing excellent electrical service at competitive rates for its member cities.

Improvements


The City of Plaquemine's utility services are in excellent condition due to numerous upgrades in recent years.

Wastewater Treatment Plant


The city will complete a $13.5 million project to construct a new wastewater treatment plant and covert the existing plant to a pumping station in 2016. This project will provide the city with a state-of-the-art and highly efficient treatment plant. In addition, the city completed a project in 2014 to re-route treated effluent from Bayou Plaquemine to the Mississippi River. These projects will bring the city into full compliance with strict federal and state environmental regulations.

Electrical System


The city's electrical system has had more than $6 million in upgrades to both the substation and to electrical lines in recent years. These improvements have significantly improved the reliability of the system during strong storms, and also made the system more efficient and easier to maintain.

Sewer & Gas


The city completed more than $1 million in repairs to the city sewer and natural gas lines in 2011 and 2012 in preparation for a street overlay project.

After Hours Call Center


The City maintains an after-business hours call center that can be reached by phone at 225-687-4796, seven days a week to assure that all Public Works or Utilities emergencies are handled promptly.

The Average Monthly Payment Plan (AMP) is a program offered by the City of Plaquemine, which allows you to pay almost the same each month for your electric, gas and water services.

It is calculated by adding the current 12 months of bills and dividing that amount by 12, to get your monthly payment. This is called a Rolling Average.

Guidelines of AMP Plan:
  • Must be a customer for a period of 12 consecutive months or more.
  • Customer must not have a non-sufficient funds (NSF) code on their account.
  • Customer shall not carry any previous balance for utility services for more than 30 days past due.
  • In the event the customer transfers service from one address to another, he / she will have to build up 12 months utility service history at the new address.
  • Customer will not be allowed to enroll in the AMP plan, if presently participating in the Utility Agreement Plan.
  • In the event the customer willingly terminates his/her AMP plan, there will be a waiting period of 2 months before the customer is allowed to enroll again.
  • Once on the AMP, the customer cannot request any billing extensions.
  • The City of Plaquemine reserves the right to remove any customer from the AMP plan at any time it deems necessary, without notice.
